Miracle Systems is a Virginia-based, CMMI-III, ISO certified Federal contractor. We provide leading edge solutions and outstanding service to our Federal clients, focusing on PMO Support, Financial Consulting, Engineering Services, Training Services, IT Systems, Cyber Mission. Today Miracle Systems has over 100 active Prime Contracts across the Federal Government.

Damian DiPippa
Chief Executive Officer 

Damian has over 30 experience working across the spectrum of government customers in aerospace, defense, intelligence, and information technology.  He served as a senior executive leading large organizations at Peraton, Perspecta, ManTech, Engility and Northrop Grumman/TASC.  Through these roles, he actively contributed to the divesture and acquisition of multiple companies and led the startup of Arcfield as a new spinoff company from Peraton.  He has an M.A. from Georgetown University in business and a B.S. from the Pennsylvania State University in aerospace engineering.  He also presently serves on the Board of Directors for the Intelligence and National Security Alliance (INSA).

Suresh Gulati
Chief Program Officer

Mr. Gulati is a Chief Program Officer with over 20 years of program management, stakeholder engagement, accounting, budgetary, and financial management experience for the Federal Government, International Monetary Fund (IMF), and commercial clients. Since joining Miracle Systems in 2007, he has led large proposal efforts resulting in winning government-wide acquisition (GWAC) to include GSA OASIS Small Business, Department of Energy (DOE) NNSA 8(a) Management, Organizational and Administrative Support Services Blanket Purchase Agreement (MOA BPA), Department of Army Joint Enterprise Research, Development, Acquisition & Procurement (JE-RDAP) IDIQ and numerous other task orders released under these IDIQ contracts. Suresh’s portfolio of responsibilities includes capture management, proposal management, teaming partner agreements, and post-award contract management. He currently manages a diverse portfolio of Miracle’s Federal customers, which includes DOT, USDA, EXIM Bank, Army National Guard, and Department of Labor. Prior to joining Miracle Systems, Suresh worked at the IMF providing mission support both in Washington, DC and worldwide.

Jennifer Totman
Chief Strategy Officer

Our Chief Strategy Officer (CSO), Jennifer Totman, is a highly accomplished business development professional and PMP who studied Project Management at George Washington University and has served as an executive at global government consulting firms. With over 25 years of industry experience, Ms. Totman is a leader in the field of government contracts and is considered an expert on Department of Homeland Security (DHS) missions, operations, and business processes. A pivotal member of the Miracle Systems Executive Leadership team, she implements the company’s strategic vision and provides cogent guidance to the business development team, the program managers across our federal contracts, and the Program Management Office (PMO) – and works closely with the CTO and technical leads on our signature solutions. Her portfolio includes capture management; contract vehicle expansion; Department of Defense (DoD) contracts; contract budgets and staff resources; proposal management; teaming partner negotiations, relationships, and oversight; client communications – and client satisfaction. She has ushered in an era of exponential growth for Miracle Systems.

David Kanupke
Chief Growth Officer

Mr. Kanupke serves as our Chief Growth Officer with a focus on developing business strategies, building strategic partnerships and driving corporate growth in the federal cybersecurity, technology and analytics marketplace.  He brings over 20 years of strategy and management consulting experience and has a built a career integrating business development with service delivery for both small businesses and global consulting firms.  An incisive and strategic thinker, he has a “big picture” view of opportunities and specializes in bringing together federal clients and industry partners to implement solutions to mission challenges.  He has successfully captured and managed task orders, BPAs, and IDIQs of all sizes and is known for effectively leading cross-functional teams, building community-based partnerships, and relentless searches for process improvements. David earned his B.A. in Politics from Ithaca College and earned his Master’s in Public Policy from the Vermont Law School.

Joe Sciacca
Chief Financial Officer

A Certified Public Accountant who earned his B.S. in Accounting from Georgetown University and his Master in Taxation from The American University, Mr. Sciacca is extremely well qualified to serve as CFO for Miracle Systems. He comes to us with over 30 years of experience in financial reporting and management across a broad spectrum of industries. He has expertise in DCAA-approved accounting systems, incur-cost submissions, joint ventures, taxes, business combinations, strategic planning, ledgers, invoicing, budgets, federal submissions, compliance, and all aspects of government contracting. Joe is an invaluable resource for all Miracle Systems teams.

David  Stack
Executive Vice President
(Military Services)

Holding an MS in Logistics Management from the Air Force Institute of Technology and an BA in Economics from the University of Pittsburgh – and with over 30 years of leadership experience – Mr. Stack both oversees Miracle System’s defense contracts and serves as our GSA Oasis Program Manager. He is a highly experienced and astute manager, analyst, and business planner who, among other things, has led a NATO team on arms control treaty inspections in East Europe; overseen the financial operations of a multi-national organization; and managed hundreds of millions of dollars in commercial and federal contracts. He is considered a SME of government contracts – including capture, training, research, BPAs, IDIQs, growth strategies, requirements analysis, operations, strategic planning, quality management systems, marketing, proposal writing, financial management, procurement, business process re-engineering, and change management. We rely on David’s acumen and wisdom in visioning and implementing the Miracle Systems of tomorrow.

Stephen Nichols
Senior Vice President
(USAID and DoS)

Stephen Nichols has over 25 years of targeted experience – including execution of assignments for international organizations in Latin America, Europe, the Middle East, Asia, Southeast Asia, and Africa – making him well suited to service our USAID and State Department contracts. With a background spanning federal civilian, military, and commercial sectors, Stephen has core competencies in organizational strategy, change management, antiterrorism training support, workforce development, CIO strategic support, technology assessment, and international development. Prior to joining Miracle Systems, he held senior management positions at NTT DATA and Arthur D. Little, Inc., with responsibilities for business development, capture, GWAC/IDIQ management, and delivery. Stephen received his Ph.D. in Economic Geography from the University of Iowa, M.A. in Economics from Indiana University, and B.A. in Economics from the University of North Carolina at Chapel Hill. He is PMP certified.

Vice President
(Military Services)

Dr. Yohn has over 30 Years of U.S. Air Force and government experience and holds a PhD in Information Systems & Enterprise Resource Management. He is a recognized expert in Department of Defense (DoD) Acquisition, Program Management, Planning, Logistics, and is a strong communicator with effective interpersonal skills. John leads by example with a sound professional attitude, strong morals and ethics, and pride in personal performance. He leads others to create a shared sense of commitment and accountability to the success of the objectives at hand. John has successfully led the completion of numerous multi-million-dollar projects through teaming partnerships and building positive rapport with clients, stakeholders, architects, engineers, and local officials.

Michael Hinton
Senior Program Director (DoS)

A recognized leader in government consulting, Mr. Hinton brings over 25 years of program and project management experience to the table. He currently provides program management and corporate oversight support for Miracle Systems’ contracts at the Department of State. He has core competencies in negotiations, task order management, requirements gathering, business processes, and communications. With sensibilities that are hard to find these days, Michael sees to it that requirements are met, deliverables are timely, and stakeholders are satisfied. He uses his knowledge and leadership skills to mentor others at Miracle Systems in the field of federal stewardship. He has won numerous awards and formal recognitions for his service and accomplishments.

Keith Walley
Program Manager 

Keith is a retired Army Officer and veteran with 21-years of service who also has 20+ years of program/project management with the Federal Government.  With credentials as a Project Management Professional (PMP) and Certified Information Systems Security Professional (CISSP), he has led Federal Programs focused on advanced technologies, information systems transformation and mission-critical readiness.  Keith leads our DoD team providing quality of  life services to over 5 million service members and their families and their families, managing and protecting their DoD enterprise network from over 2.5 million attacks each month and connecting with users over 1 million times per month.  In a prior life, he was an Airborne Ranger Air Assault qualified soldier who was humbled to lead a NATO Command in Southern Europe and serve with some of our military’s finest in the office of The Joint Chiefs of Staff, J3 Operations.

Chuck Sheppard
Business Development Director 

Mr. Sheppard is a Business Development Director, focused on the US Army with over 20 years of tactical experience in high threat areas of operations.  He excels at complex problem-solving and is able to pair this with his strong, can-do attitude, to regularly manage multiple projects simultaneously in fast-paced, dynamic environments.  He brings a background in the US Federal, Military and Commercial sectors, and core functional expertise to include Leadership, Operations, Project/Program/Country Management, International Security, Training, Special Operations, Capture Management and Business Development.  In his role, Mr. Sheppard leverages his operational insights and analysis to conceptualizes and set tactical goals that contribute to Miracle Systems’ strategic vision of providing leading edge solutions and outstanding service to our clients.

Eric Schiowitz
Facility Security Officer 

A true expert of Federal Government clearances with over 15 years of industry experience, Mr. Schiowitz is fully grounded in Special Access Programs (SAP) and both Personnel Clearance (PCL), and Facility Clearance (FCL) policies, processes, and requirements. As Miracle Systems’ Facility Security Officer, he is responsible for onboarding, clearances, badging, security training, compliance, and offboarding of all employees and independent contractors who serve on our federal contracts. In his career, he has trained and managed large teams of security professionals in both Defense and Intel Community sectors. Capable of managing thousands of cleared individuals simultaneously, he knows how to streamline complicated security requirements to deliver talented professionals timely, efficiently, and effectively.

Catherine Gouldin
HR Director

A professional who has supported government contractors for 20+ years with almost 30 years of Human Resources experience. Ms. Gouldin has worked for small, mid-size and large employers. She holds a Professional Human Resources certification and is a member of the Society of Human Resources. She earned her BSW from George Mason University. She specializes in compliance, benefits administration, employee relations issues, risk management, performance management, training, affirmative action, policy development and implementation.
